Thomas has played an important role in the negotiation and/or drafting of a number of international policy instruments, including while acting as a Special Advisor to several United Nations human rights mechanisms.
He has provided expert testimony or technical assistance to legislatures in Spain, South Africa. He has contributed expert opinion by way of amicus curiae briefs in courts in Kenya, Malawi, South Africa, and the United Kingdom, as well as to the International Criminal Court.
