Thomas has undertaken a variety of projects for national and sub-national governments, as well as for private companies and non-governmental organisations.


Monitoring & Evaluation Projects – A wide variety of impact assessment models for local, national or multi-national interventions. The majority of these have been undertaken in African contexts, but the skills are readily transferrable.

Qualitative Research – Rich archival, administrative or interview-based research into policy-making, accountability mechanisms, arms carriers, the justice sector and other socio-cultural developmental priorities.

Quantitative Reporting – Data-analysis and presentation for internal management review or public reporting, including for government clients.

Campaigning – Advising on or leading third-sector campaigns on issues such as the death penalty, police brutality, or arms control. Including media and communications, strategy, and high-level advocacy at national and international political levels.

Financial Management – Presentation of complex corporate financial data in accessible formats for board-level engagement, including in the context of mergers and acquisitions. Management review and supervision. Ad hoc projects for new contracts, client relationship management and negotiation.


Much of this consultancy is offered through a UK-registered private company, Arbitrium Services Ltd. However, alternative arrangements can be made if B2B contracting is not the best mechanism for your entity.
